When the buildout of the William Stanley Business Park of the Berkshires is completed, Pittsfield, Mass., will boast a new, campus-style park with a strong sense of New England and historic details. There will be new office, industrial and research buildings with an appealing system of signage, tree-lined streets, pedestrian paths, a bike path and distributed open space.

Nearby will be the heart of downtown Pittsfield with lodging, shopping, dining, cultural arts and recreation. In many senses, a developer’s vision of economic development in western Massachusetts.

The Site Overview

The William Stanley Business Park of the Berkshires is a 52-acre site in central Pittsfield that is close to Silver Lake and the Housatonic River.

In the agreement with PEDA, GE has agreed to demolish the buildings on the designated 52-acre parcel, remediate the soil, leave 350,000 square feet of development-ready building foundations on a minimum of eight foundations and include landscaping. GE will also continue to manage soil and groundwater issues associated with excavation for utilities after the transfer of property of each Zone (see timeline ... Adobe PDF Format).

The site is divided into three zones (see Zone maps):

  • Zone 1 is nearest to Silver Lake
  • Zone 2 is to the west of Woodlawn Ave. and north of East St.
  • Zone 3 is east of Woodlawn Ave.

In the Master Plan, open space is reserved near Silver Lake and just off Woodlawn Ave. to the east with buildings arranged around them.

Three development phases correspond to the zones of the William Stanley Business Park of the Berkshires, as shown on the Master Plan timeline:

  • Phase 1, where buildings have already been demolished, begins with creation of a Workforce Training Center that features shared services and offices. 
  • Phase 2 has buildings scheduled for demolition to start in the third quarter of 2004
  • Phase 3 has buildings scheduled for demolition to start in the third quarter of 2005

Targeted property uses

According to the agreement between GE and PEDA, permitted uses of the property include:

  • Data processing and software development
  • Assembly and other light manufacturing
  • Information technology manufacturing and support systems
  • Financial services (non-retail)
  • Product distribution
  • Wholesale
  • Warehousing and storage
  • Packaging

PEDA must hold the land leases for five years following the transfer of the original property from GE to PEDA, after which point PEDA can sell the land with written permission from GE. GE, in turn, will be responsible for groundwater and nonaqueous petroleum pollution on the site until EPA approves discontinuation of the monitoring.

Buildout Availability

According to the timeline, full buildout is scheduled as followed:

  • Phase 1: 4th quarter of 2006
  • Phase 2: 4th quarter of 2009
  • Phase 3: 4th quarter of 2013
